How can you get a job in Human Resources without any experience?

I received my 4 year degree (graduating Magna c*m Laude) in Interpersonal Communications in December of 04 (I am 24 now) which leads you into a Human Resource position, but I am finding that NO ONE wants to hire someone without experience. I have gotten close a few times, ok, once, but they wanted someone with experience. How can you get exerpience without someone letting you earn it? I am at my wits end. I am now in purchasing, which is ok, but its not my first choice. What do I do to get companies interested in hiring me?
