Does not being able to come up with algorithms make you a bad programmer?

Question purely based on option. Should companies base programmers jobs biased on the ability of algorithm design? Does not being able to come up with algorithms mean you "don't know a programming language"?

It makes the difference between the programmer job titles 'Developer' and 'Coder'. Coders implement other people's algorithms and designs by stringing lines of code together. Both are useful and common.

Well, a well-rounded programmer can both design algorithms AND implement them in a programming language. But in reality, some people are good at design, others better at implementing someone else's design. Most companies need both kinds of people. If you want to be a good programmer you need to be able to solve problems so, writing algorithms is a must.
