How much will it cost to build a 100x25x40 concrete block shell in Atlanta starting at dirt: itemized cost?

I have an old house that I have to tear down to the floor. The land has been rezoned commercial. The land lot is 50 x 200. The house is 95 long x 35 wide x 25 high. {35 ft facing street} I plan to tear off the roof, tear down the walls, and keep the floor. Then I will build a concrete block shell around the floor. The resulting building will be a large empty space that I will use a television studio. My questions are the following. 1. How much to build the concrete shell? {starting from the dirt around the house?} 2. How much for a flat, single side tilt membrance roof? 3. What are the major insulation issues and solutions? 4. Would this be difficult to construct? 5. Is there a simpler, cheaper way to open up the internal space of the house AND achieve a commercial exterior. {the internal walls ARE load bearing} Please save your responses to helpful information. I detailed the location of the job because I am still looking for a contractor. The one builder that viewed the location suggested I proceed along the path that I am taking.
