I think you would choose C.) Sand dunes. The wind does a great job of sorting materials, creates a frosting on the grains as they collide with other quartz grains without being cushioned by water, and the rounding would indicate a fairly extensive transportion system.

It could be A or C, but C is the better choice because frosting is usually indicative of eolian environments.

Probably sand dunes as an origin however sand dunes are certainly subject to moving & blowing to different locations where they might be deposited...
