How would I best locate people willing to participate in an experiment to create a working global government?

I started this experiment to discover the type of organization that would evolve if people were allowed to choose their own assignments and job title. I am trying to merge the fundamental functions of a family, with the diversity of a global population to develop a SYSTEM of preventing problems by treating them systemically rather than emergently. Specifically, this would involve using CULTURE as a motivating medium to reward responsible behavior, rather that LAW to punish irresponsible behavior. But I need help. I chose the title of Emperor because it sounds cool, and also because it falls to me to start up this experiment. But the reality is that without participants, the experiment fails, and nothing changes. In a nutshell: What if we took all the really good ideas, and put them together, and agreed to TRY them out, in our spare time, and agreed to DONATE money to the projects we cared about, and REALLY made an effort to be who we wanted ? So how do I find people?

You won't WHY ??? Because it would mean that some leaders would have to give up power and the ability to run their country the way they want.
