If a company only uses independent contractors, does it require a 'human resources' department?
We are a small company comprised of my boyfriend (the owner), myself, his friend and two contract progammers. This friend fancies themself as the 'hr administrator' although none of us are employees. What's is the right way to go about recruiting/hiring contractors?

No, but an HR dept isn't REQUIRED regardless. However, the term "independent contractor" implies that they are NOT your employees. They are working for themselves (contracting their services out to you) at jobs/leads you provide for them.

not really... everything is outsorced so there is no need to have any internat management system.
