What is the solution to stray dogs menace when animal rights activists are against killing or injuring them?

There a number of dogs on every street, especially at nights, and they bark at and chase the people passing by posing risk to the safety of the local residents. But animal rights activists are totally against the dogs being killed. And sterilising them will not do any help in controlling them. What do we do?

Sterilizing does help. It prevents the problem from persisting in the future. Any "dangerous" dogs should be collected in sanctuaries, and kept in as good conditions as possible until they die a natural death. Of course, sanctuaries need it would help if you give a donation.
