How come there's no entry level paralegal jobs?

I haven't found a single job that is entry level. Everyone requires 3-5 years experience to even look at you. So where are these people getting hired in the first place?

most paralegals start out as legal secretaries - they don't need to hire entry level paralegals because the secretaries are bascially doing that job anyway they hire new secretaries when the existing ones move up to paralegal positions, hence the lack of entry-level paralegal positions
