Why are employers not willing to interview people who are currently employed?

My current Job it's too early, too far, too many hours no over time pay. The commission sucks. It's also information technology sales. 300,000 products and services for corporations not consumers. I am not an IT/IS/MIS person. The training is geared twards IT/IS/MIS people not sales people. I was honest at my interview that I was not IT savy, they told me the training would take care of that. It didn't. I haven't met my monthly goals. My previous jobs I did meet them and was a supervisor but there was a massive lay off I get people calling wanting an interview and I only get 24 hours notice. I let them know I can after 3:30 and let them know I am currently employed. I don't get a call back. My bosses tell me I can schedule Dr's appointments after 3pm. They want Dr's notes when people call in sick. Not sure what to do. I have been looking for 5 months now. This sucks.

Some aren't willing to interview those who are currently employed because they're afraid you'll be trying to do the same thing to them (looking for work elsewhere while you're still at a job). They want someone who's looking for long-term employment, not to use the job as a steppingstone.
