MarHyde spray sticks good,,but only available in "Off white"
Krylon Fusion has excellent adhesion,,,but I dont know about flexibility.

They have a couple shades of white in Gloss,Satin,and flat

"White walling",,is not real big,,but it's been around a while also.

On the bike??
Hold the blade steady againd fork or swing arm and rotate the wheel
Off the bike??
Clamp Axle in a Vise,,spin wheel
Off the Rim?
Rig up the ol' String and Pencil Compass to draw a ring,,then carefully cut the tape by hand.???
Or a Scribe Block,,a couple nails in a 3~4" wide board,,,a few inches long.
Let the nails ride the inside edge of the tire,as you move it around the tire.
Get Fancy and measure the ID and Od of where ya want the "whitewall",,,and saw a couple shallow v-notches in the side of the board to hold the pencil steady

Put a 16" "harley rim" on it.
That used to be a popular modification back in your bike's day on 550's and 750's
They look good and ride good...
and all the whitewall tires are made for 16" wheels

If Ya REALLY have your heart set on whitewalls,,and plan on keeping the bike a while to where You'd go thru 2~3 tires,,,
16" rear wheel is probably your Best option
