Yes they do (it's called selective service). It is my understanding that they will make you when you try to get a driver's license. So, unless you are planning on walking everywhere, I don't think there is a way around it.

you are required BY LAW to register for the Selective Service when you are 18 y.o. that's so Uncle Sam knows where to find you just in case he gets bored and suspects WMD's somewhere (lol). everyone must register...everyone.

its not exactly the draft. you just enter your name into a database and if the commader in chief ie the president reinstates the draft that is what they go by. its pretty much just letting the gov't know that you are 18 and you can technically be called into service. but with the all volunteer thing holding its own... Yes, you sign into the Selective Service (see other answers). FYI There IS still a draft, it never went away. It is simply not being used. The Draft Committee meet every so often to perform a "mock draft" and make sure all the pieces are in place.

Almost all male U.S. citizens, and male aliens living in the U.S., who are 18 through 25, are required to register with Selective Service. It's important to know that even though he is registered, a man will not automatically be inducted into the military. In a crisis requiring a draft, men would be called in sequence... More

Failure to do so is punishable by fines, jail, or both, along with a bar from government (civil) service, and possible loss of benefits in... More
