How do I make my computer run full performance?

Usually, the default setting for computers is to run half performance, but I need my pc to run full performance because it crashes when it's at half. My cousin came over and changed the setting and made it run at full but I had to re-install vista yesterday because I couldn't boot and now the setting is reversed, does anyone know how to change your pc from half performance to full performance? I'm running windows vista home basic.

Run at half performance? If this does not pertain to a graphics setting then I am confused. Might you mean using only half of a dual processers tasks? I'm lost, and I would sure like to learn what you mean. Faster is one thing,but half is a measure.
