Should we bring back Americas Industrial base?

Can we do this? Duncan Hunter says we can. He is saying China is cheating on trade. What do you think about America bringing back our Industrial base?

China is cheating on trade??? While we subisidize agricultural exports to the tune of 17bn a year? People who live in glass houses shouldn't call the kettle black as Dubya would say.
