What's the difference between a staffing agency and a consulting firm? Is a consulting form more organized?

It's been my experience with Temporary agencies that they have you come in and do a gazillion tests and they tell you they have a job for you but you never really get called for anything. I haven't used a consulting firm because I figured they work just like the Temp agency does. But I wanted to know how the consulting firm makes their money too? I was recently laid off and I'm just looking for the resources that will be best beneficial for me and I dinstinctly recall using Temp agencies before and all I got was a bunch of testing and then once I finished all their crazy tests I didn't hear anything else about the position they claimed they had. But they all pretty much do so the same thing. So I would love to hear from Staffing Agency experts and or Consulting firm representatives too because it might explain a few things for me. In fact, anyone that has Human Resources knowledge that can answer this would be fantastic. I just want to go out into the workforce informed on the process.
