How does one get a full time postal carroer job?

My brother went to the USPS website and they are only hiring for casual rural carriers (non-career, fill in) you need to know someone to get a full time job with the USPS?

Casual rural carriers are probably the worst jobs at the post office. No benefits, odd hours and you usually have to use your own vehicle. Having said that, that job will get your foot in the door, and make it easier to someday work full time with benefits... More

thats all they hire for you have to work as a non career first then you will work and be put on a list depending on what state u are in it could take 3 to 6 yrs to become fulltime.
