From that alone, there are not enough details. I'd need to see their personality, their attitude, body language during the interview, ability to communicate, etc. Someone's major is only one small piece of the puzzle. This question is far too vague to be answered properly.

i would hire candidate #3, in addition to just general or operational management, they are educated to deal with people. Without the people you have no business.
