why can't i get a job?

i have 5+ yrs of full time sales and cust. service exp. 2 yrs i worked at a jeweler's in a professional environment. i am 21 with an associate's degree and pursuing my bachelors in accounting. i have no criminal record and good references. whats the deal? i tell that wage is not an issue and that i have a strong work ethic and am self-motivated and goal-oriented. what could it possibly be? i am thinking its the economy in that places are hiring the cheapest and easiest people to manipulate they can find. the only possibilities i can think of is: A) my last full time job i left dec. 07. since then i was hired on at 2 jobs but stayed no longer than 2 wks at each. i dont list these on job applications, are employers aware of this information and really held against me?? B) i was arrested in feb 08 but have not and will not be convicted and dont have a previous record. should this information be shared on applications? C) or simply revise my resume and make more appealing i mean i have payroll experience, scheduling, team leading, expanding clientelle, suggestive selling, inventory, and so forth. i've applied to many ENTRY-LEVEL positions even, movie theatres, banks, retail stores, etc and still nothing. btw i live in FL...whats going on? i know there can be many other factors and explanations, but im starting to think i must be missing out on something because its never been this hard to get a job. im starting to think i have to dumb myself down and not take my jobs seriously like most other people? i mean i've applied maybe to 30+ jobs from and got maybe 4-5 interviews and hired on at 2 (which are the ones i left after 2 wks) but it was lousy and unprofessional im to the point i just want to take what i can get now since i cant get the asst. manager, sales, or bank teller positions i want

I think it's B that arrest may show up in a criminal background check. I think you're right too that people are hiring the "cheapest and easiest people to manipulate they can find." If you come across as a real SOB especially during an interview why would an employer want to hire you?
