Internet content filtering...small office question?

I am in the process of re-building my office network (computer was hit by virus by careless employee). Since there is so much internet abuse at my office, I have been asked to limit what computers can access (myspace, facebook, porn, employees side Mary Kay, and different chat programs like GMAIL's). So, I have a pretty small budget, but have been asked to buy a router/hub that I can control the bandwidth and which sites are allowed/blocked. What is a good router for this? Also need it to where the employees don't mess with it to try to find a back way in. So I don't want to use a program based one like NetNanny or whatever. Any help is appreciated!

I have a Fortinet and it does this OK. I know a higher end watchguard and Sonicwall firewalls will do you good as well. You will probably spend $800 to $2k on a good firewall... More
