What's a good headline for an editorial on the Philadelphia police?

I am writing an editorial piece for my journalism class, and I can't think of a good headline. The piece is about police brutality and the loss of control in the Philadelphia police department this past week. Any ideas?

Philadelphia police get mandatory in service. Write a story about in service police need. Classes such as psychology, and the proper way of handling situations, and the consequences for them if they fail to do their job correctly.

How about, my condolences for the loss of one of your own at the hands of a brutal murdering coward who felt it was easier to rob a supermarket then get a job? I don't know....How about thanks for doing a thankless job that is totally under appreciated? Something like that.....
