Why are technical managers often a bunch of idiots?

Ref: http://www.itnews.com.au/News/80974,bmc-touts-process-automation-for-it.aspx The Business Advisory Forum thinks that they can get rid of all the "IT labour" by using tools to automate the IT department. Haven't they read "No Silver Bullet" by Fred Brooks? You can't replace an expert developer with a piece of software. Also, what type of idiot thinks team building exercises act as good staff motivators? I heard a story once about a team building exercise where the manager (a scrawny guy) had to give every team member a piggyback to teach them about trust. Well, he ended up dropping one guy and breaking his leg. The injured team member quit his job, sued the company and won several hundred thousand in damages.

I think because most of technical managers don't have a good background in Management . they came from pure programming background , so they still think out of their positions .
