Someone got a job offer at a economic consulting firm.The job is based overseas and was asked for her salary?

reqirements.The position is policy analyst and is a short term contract.What would be the salary range in this case?Any advice on how to further negotiating maybe a signing bonus, relocation allowance, etc... Also how can she get the recruiter to make her a concrete offer first?
