Prestigious University or Third-Tier Local University with Honors?

I'm a rising senior this year and I'm planning on double majoring in music education and music performance. I will soon be graduating as a International Baccalaureate graduate. Because my major is not the hottest field around, my parents would like me to go Old Dominion University, a local university to save some money and not be piled with bills. And because I won't be in a economic diaster, they plan on helping me going to a conversatory to complete my masters after that. I believe i can get into a rigourous university such as James Madison University. But what's the difference if i go to ODU's honor college instead of JMU? Won't I just be saving thousands of dollars?
