Is society to blame for the current rates of youth related crime?

Many suggest that a lack of leisure activities and resources are a result of increasing levels of youth crime. To what extent is this true and what can be done to tackle the issue of 'problem' youths?

Selfishness and stupidity on behalf of some parents is one contributory factor. The television, films and the media in general is another factor.
