How can I fix a chaotic company when I am not the CEO?

Lead by example. Get YOUR area and YOUR responsibilities right. By creating some kind of organisation, it will be easier for more to fall into place, plus when your bosses SEE your ideas in practice and SEE they are working, it gives you more clout.
