Why is it that in order to get a job I MUST be bilingual and most jobs are taken by i****************s?

I think it is unfair for most jobs in the state of California to require that applicants be spanish/english bilingual in order to get hired. I can understand probably 90% of spanish but I cannot speak it well enough to be able to respond. I can read most of it but I cannot write it. Why is it okay for places to require me to learn spanish but it is not okay for the state to require spanish speakers to learn english? And why is it fair that a United States citizen(born and raised) like myself cannot even get a good job because they are already taken by i****************s who do not even have the papers required to have the job in the first place. They have fake SSN's, fake ID's, fake Driver's licenses, and most of them don't even know any english. But they can get a job without a problem. I have not been able to find a job for the last seven months even though I have the experience, my high school diploma, a real SSN, I don't do drugs and I qualify for the jobs that I apply for. Why is this fair??? Please give me your thoughts on this.

I bet you could get a job in Mexico. My niece went to the Welfare office to apply for state aid, and they didn't have any applications in English, only Spanish. English is the official language of the United States but you wouldn't know it if you lived in Calif.
