No he is not really a weaver, he usually does what is asked of him even if he stammers while doing it. Bush is close, but J. Edgar Hoover, and Nixon are up there too. Hoover may not have been a president but he was a sneaky, racist, cunning, son of a gun. Typically, all politicians are good at this.
