Who advises the Government and the Prime Minister?

On employment law, you know, the very laws they've created? With all the publicity surrounding the 'British jobs for British workers' and the 'Sir Fred' RBS pension furore why is it that Brown opens his mouth without checking the law, says we can have British jobs and he will claw back this man's pension, and gets it wrong? The cabinet and PM have groups of advisers and spin doctors who should consult liaise and advise however they can't actually control what comes out of their mouths when they are on their own! Check out George W Bush as the perfect example!!
