What are the best ways to get a country town to grow in size, and to get more jobs?

I live in a country town and was wondering what is the best way to attract Visitors, Business people, developers etc.. Should we build a devlopmental road, look at a military base, etc

Start a college or build a casino-- or you could have your mayor/town council implement some business friendly programs; such as, reducing the sales tax in the community and slashing regulations on businesses,

Military bases are always good, most of NV is owned by the gov't (86% of the state I believe). We also mine, and are in the process of building a new power plant near one of the smaller towns.
