Construction of the World Islands in Dubai - were the workers sourced locally or brought over from abroad?

Geography project. The development inarguably provided jobs for someone - but were the works from abroad and flown over for the job, or were they locals? Thanks.

The workers were mostly foreign, imported labour but there is a resource rule that requests that labour is sourced from locally wher possible. As this was very large project it was seen as cost effective and manpower-efficient to have foreign workers on-site.

All the construction work is done by imported labour. The locals are not suitably skilled. However locals would have opportunities in supplying the workers. Food, transport, accomodation, entertainment and other essentials.

Construction workers in UAE are mostly from India, supervised by Indian engineers and managed by British / American engineers / architects. Truck drivers and machine operators are mostly from Pakistan. The local Arabs are rich and don't have to work hard for a living.
