If you're going to target this issue, I'm sure there's other controversy to speculate rather than simply who and who isn't qualified for such a field. Why have no presidents implemented this prior, or why not settle for AMTRAK. But if someone's not qualified, that's what college is for.

How will it create jobs? Sure people will be hired to build them, but what of the people who either lose their jobs or don't get a job in the first place because the wealth that would have employed them has been poured into this boondoggle.
