How to manage aggressive staff?

I have just started working in my first managerial job. One of the members of staff I have to manage is really difficult. I am an easy going person and would never take advantage of anyone, am quite a relaxed chilled boss I think who everyone likes, yet everytime I ask her to do something she gets really aggressive and raises her voice at me and throws a tantrum. It has got to the stage where I am now scared to ask her to do anything because it creates so much bad feeling. I also found out she has been 'spying' on me - writing down in a diary minute details about eg when I arrive in the mornings, when I leave, she quotes me on random things writing it in her book then brings it up in meetings with our big boss but completely out of context so it looks like I'm a really bad person (I promise I'm not). She has been doing this to other managers for ages now but nothing seems to have been done about her. Today I got scared at the thought of having to ask her to do something, and I'm half scared to go back in there again. What should I do? Does anyone know from experience the best way to deal with people like this? I'd really appreciate any advice more than anything!

Tantrums at work are unacceptable under any circumstances. I would bring up the issue with a senior manager and always make sure you have somebody to witness any exchanges that occur between yourself and this lady... More
