How can I get around hiring employees to do jobs?

I am starting a commercial/residential cleaning and maintenance company in San Francisco CA, and I don't want to hire any employees. Instead I want to 'sub-contract' out the work to people on a job by job basis. What kind of insurance can I get to cover these workers while they're doing jobs I have provided for them? Also what tax form would I use for paying them?
