What did Schwartzeneger do with the California bailout money?

He's taking ANOTHER 5% of state workers paychecks. No money = can't pay bills = can't pay mortgage or property taxes that go to California = lose home = banks run out of money = California in deeper dept. Hundreds of workers are looking for jobs in other states. By robbing the workers, California will lose it's best workforce. Why isn't he using the bailout money to keep people in their homes?
