Whats the difference between unqualified and qualified vet nurses?

Apart from obviously the qualified part, what is the difference. Ive sen more unqualified nurses than qualified. What is a qualified nurse permitted to do that a unqualified with just a good background experience not permitted to do. Ive seen unqualified nurses do subcut injections and that is as far as ive seen them do apart from usual restraint. the only difference i saw was the qualified one do blood tests.
