Why do the Democrats want to govern from the bottom; to the lowest common denominator?

If some don't have health care, we have to bring the entire system down to their level; if some don't have income, we have to bring the whole system down to their level. Why don't we just make things more affordable, like using tort reform to curb malpractice insurance so its less expensive for doctors to do business, causing less expense to be rolled over to patients? (This is just one example).

No one is planning on bring the entire system down to their level. The reform bill will only be for those who want it. Besides, tort reform is estimated to save us about 1% on our health care costs.
