Is it possible for a nuclear engineer to not work for the government?
Are there any companies that have independent nuclear power plants to work at or are they all government owned?

It is very possible! Most utilities are not government owned. There is a huge demand for nuclear engineers and others in the nuclear industry, now and in the the foreseeable future. No, most nuclear power plants are owned by utility companies and regulated by the federal government. So yes it is possible.
