How does a person get a Dutch work permit?

I am a Canadian teacher and would like to teach at a private school in the Netherlands. However, they say I need a work permit in order to apply for a job. This seems backward, as most countries issue a work permit only after a job offer has been made. So, how would I apply for a Dutch work permit? Thank you.

Since you are a non EU citizen you have to have an offer of a job. An employer has to advertise the job in all other EU countries before hiring someone from outside the EU. Plus the employer has to apply for a visa from the Department of Labour for special visa to hire a non EU citizen and prove that they couldn't get... More
