How does one get into the field of Human Resources?

I am in my early 20s with a BS in Psych and CJ. I want to work in the Human Resources field. How does one get started in this field? Jobs are scarce these days, but the only positions I have found are the director/asst director or generalist. Where does one start? I prefer to work for the govt as I work at the state level now. Not the best paying job, but the benefits are pretty good.

Just take a basic HR admin job for at least 6 months - you will then have an experience advantage over other people who are in your present situation

Either find a work experience in HR or study HR related degree.

I am starting at the bottom. I am a secretary in HR for a school district. I have been here for 2 years learning the ropes and now finally I think I will have an opportunity to move up as others retire.
