Who was the head of the SEC during the Clinton admin?

Madoff, Enron, Worldcomm, Andersen Accounting, and all the rest. Financial fraud was running rampant during the Clinton years. Who was in charge of the SEC at that time? Why did he do such a lousy job? And please, spare me your clever remarks about "Boosh" and "Kenny Boy." We all know Bush was just as bad as Clinton on this account. There's no need to remind us. I just want to know how all this got started.

Try Financial Fraud was running rampant during the past 25 years and you will be more accurate. There were many people who either choose to ignore the fraud or thought it not as important as other events.
