Where to find someone to build a website?

I tried learning html, and while I have the basics down, I dont really know how to create a somewhat personal, but professional website. I wanted a very basic one with a couple pages, but where do you look if you want to hire someone for cheap to build a very simple site?

Look online, craigslist, etc. Just search google. I build flash sites, not HTML.
