Why is it so tough to get jobs in VA when only 32% of the state has bachelor degree or higher?

Almost 2 out of every 3 people do not have bachelor degree or higher in VA. But even then, those who have science and other advanced degrees find it extremely tough to find work which requires skill. If lets say 80% of the state has bachelor degree or higher, i can understand it is tough to find work. However, I don't understand why it is so extremely tough to get a skilled job, when there aren't that many with the required skill of math, engineering or sciences. So then who swallowed the jobs?

a lot of high tech jobs were outsourced to foreign countries who are a lot cheaper.~the economic times have made a lot of Americans economically non viable
