Where are the hundreds of thousands of jobs that were promised under the stimulus bill?

And, for that matter, why is unemployment above 10% if the stimulus bill was supposed to keep unemployment rates from ever seeing 8%? Also, why is the new health care plan designed to not go into effect until 2013?

Many of them appear to have been created in places like Arizona's 58th Congressional District and Minnesota's 81st. At least that's what the White House web site said.
