What's a godo program for managing multple page documents for export to PDF?

I am quite familiar with Photoshop and somewhat familiar with Ai, but I'm not all that familiar with Acrobat. I just started a job doing mostly web stuff, but the boss wants me to help him with a PDF document. Unfortunately, it's a very large document with a lot of very specific formatting and tables. He didn't know what to make it in, so he just put it together in Excel. This obviously isn't the best solution, so what is? I am going to be redoing the whole thing and I have the source document in Excel and in PDF. I don't really know how to move stuff around in Acrobat and it actually seems that it's not very well suited to that kind of thing anyhow, I understand that it's more of a 'digital paper'. Would I be better off doing this in Word? I'm a bit hesitant to use Word since it has so many 'unpredictable' behaviors with layout and formatting and there really is very little text... I suppose I could export from excel to word as well which might be good... What about MS Publisher? But the real question is - what program do most people use? I am used to the pixel level precision in a program like PS...

If the source document is a spreadsheet, Excel is a good choice. If the source document is a formatted text document, Word is a good choice. IOW, the "management" program is determined by the type of document it's managing. Whether it's going to be converted to pdf or not later is irrelevant - you don't use Excel to... More
