Does the EPA make up rules to suit themselves or do they follow someones agenda?

The US has ruled that greenhouse gases endanger human health, providing a boost on the first day of the Copenhagen climate talks. Here are 2 examples of their hypocrisy. 1) A company in Kentucky (Ceradyne) who make ceramic armour, spew fumes from graphite heated to 1000's of degrees in furnaces and the soot that is a by product coats the local fauna and flora with a thick black coat. The plant was shut down by the EPA but reopened the next day spewing forth the same level of pollution. 2) Jim Beam has a problem around its Whiskey Warehouses, for some reason an ugly black mold adheres to the outside walls and all the trees have turned black. Then again, the Govt starts taxation around at around 80% from the day White Lightning is produced and put in a barrel. Govt padlocks are put on every warehouse next to the Jim Beam padlock and it is illegal to break them if the key is lost. So, who makes up the EPA's rules, themselves or the Govt?

The EPA depend on Obama (Executive branch) for their jobs and do as their employer tells them. The timing of this announcement to coincide with the Copenhagen criminal conference proves it.
