Why do they make getting a government job so complicated?

It's much easier to just apply on monster.com for a company job but when it comes to getting a government job you have to do this or that and go through all this red tape and BS testing requirements. Is there a reason why they make it so ridiculously complicated compared to jobs in the private sector?
