How do I become a programmer analyst?

I've been seeing a lot of jobs lately for "Programmer Analyst". What is a Programmer Analyst? How does one train to become a programmer analyst? I currently am fluent in SQL, HTML, Javascript, ColdFusion, and PHP

A Programmer Analyst is usually a programmer with enough experience to be given a problem and they design and implement a programming solution. To become one, you need to learn how to write software. I'm a programmer analyst. I write programs, but the analyst part is probably because I do a lot of analysis too, like algorithm runtime complexity.
