What does a job agency do to help someone who is unemployed?

I'm going to go to one this Friday(maybe 2, there is another nearby) I'm 19 and have no "real" job experience. I'm a HS graduate, computer skills, bilingual, self-motivated hard worker. I need a job to pay for an education, living expenses & so on. I've applied to retail stores, clothing shops, fast foods rest etc etc; have had no luck. I don't know what to expect when I go. What should I expect? What can they do for you there? Thank you
