In General, Who is better, Orthopedic Surgeon with Spine Fellowship, or Neurosurgeon with Spine Fellowship?

I know most of Neurosurgeons feel "comfortable" operating on spine after their residency without spine fellowship, however an Orthopedic Surgeon must have a spine fellowship for them to work on spine. Now What if a Neurosurgeon did a spine fellowship, how would an Orthopedic Surgeon with spine fellowship be compared to him? and who is better (In general)? Assuming they both have the same years of experience and they both attended a top notch residency/fellowship programs.
