How do you determine if a President was lying or wrong?

George Bush took the information he was given and stated Iraq had weapons of mass destruction. (nuclear weapons) Many on the left say he lied many on the right just say he was wrong. President Obama took the information he was given and he determined the stimulus package would keep unemployment below 8%. Many on the left say he was just wrong and many on the right say he lied. I think they both were just wrong.
