what do you think my chances are of getting section 8/public housing (projects)..?

i live in the middle of nowhere (nearest mall is 2 hours away, wal mart is 50 mins away). Idesperately want to return to Philadelphia. But I have no job. been searching for a little over a year and had a few interviews but nothing has panned sad because i actually do have a college degree from a prestigious university =( anyway, i have no kids and no source of income. just my dog.ive been living with my parents but i cant stay here forever or I'll never find work. what do you think my chances are of getting sect 8 housing/public housing in philly if im currently living in Cali? I paid PA taxes this year and last if that helps ( i used to live in PA).
